Governance on the free plan
A survey tool with team roles and approval — free
Most survey tools lock multi-user workspaces, approval steps and staging behind a paid plan. SurveyBaker ships all three at no cost, and runs entirely in the EU.
Team roles
Invite teammates into a shared workspace and assign them a role: owner, admin, editor, or viewer. Editors can build and edit surveys; viewers can read results without touching the survey itself. Roles are not behind a paywall — every account can add team members.
Approval workflow
When you turn on the optional approval gate for a survey, it must pass a review before it can be published. The author submits the survey for approval; an owner or admin reads it, approves or requests changes. Only once an owner or admin approves can the survey go live. This keeps accidental or half-finished surveys out of respondents' inboxes.
Draft → publish staging
Surveys live in draft until you deliberately publish them. Edits to a published survey happen in draft and only reach respondents when you publish again. Live respondents always see a complete, intentional version — never a work in progress.
How we compare on team features
We researched the 20 largest survey tools (June 2026). Among them, free team workspaces with roles plus a built-in approval step were the exception, not the rule — usually reserved for paid or enterprise tiers. For example, SurveyMonkey's first team plan starts at $30 per user per month (3-seat minimum, billed annually; US list price). Based on that research, SurveyBaker is the tool we found that includes both team roles and an approval step on its free plan.
Pricing and features of third-party tools can change. See the individual comparison pages for per-tool detail and verification dates.
Frequently asked
Are team roles and approval really on the free plan?
Yes. Inviting teammates with roles (owner, admin, editor, viewer) and optionally gating publishing behind an approval step are included at no cost — not locked behind a paid tier.
What does the approval workflow actually do?
When you turn on the optional approval gate for a survey, a survey author submits it for review. An owner or admin reviews and approves (or requests changes). Only after approval can the survey be published and shared. All of this happens inside the same workspace.
What is draft/publish staging?
You edit your survey in draft. When you are ready, you publish — and only the published snapshot is visible to respondents. Half-finished edits never reach live respondents.
Do respondents need an account?
No. Respondents follow a link and answer anonymously. No sign-up required.
How does SurveyBaker compare to tools that charge for team features?
Most survey tools reserve multi-user workspaces for a paid tier. SurveyBaker includes roles and an approval step at no cost. See the comparison pages for specifics per tool.
